    In my opinion this is what happened.Owner tried to sue us for a job that never even started. Complained to CSLB that we abandoned the job. He signed a contract, then wanted the scope changed. We couldn't do it because of code and he somehow thought we were still obligated to do the work. Time waster, beware.
