In my opinion this is what happened. The owner would not pay us the final payment in full. He held a portion of the money until we did what he wanted, despite it not being on the contract or to code. He went as far as calling the inspector and tried to get the final reversed, stating we were not done. There was legal talk and this guy just kept making up his own rules at the end.
